He was the associate director of the Human Rights Defense Center, a prisoners’-rights organization, and the president of the Private Corrections Institute, a watchdog group that monitors the for-profit-prison industry. He was the managing editor of Prison Legal News, a newspaper written by and for inmates. He often addressed the Tennessee legislature and had testified before Congress.
